This is what this quote is about. Don’t wait. Strike now. Everyone else will wait until the job is posted (or the iron is hot, if you’re following the analogy.) If you strike first by contacting the hiring manager (your future boss) in that company, you’ll be ahead of everyone else who would apply for that job.
